The reform of building renovation policies means a transition to co-financing by owners while providing the necessary financial instruments and protection for vulnerable households. This is a socially responsible model, and “free remediation” is a populism that no one benefits from. Unfortunately, in the latest version of the Bulgarian National Recovery Plan, we again see a rejection of this reform, and even more – a poorly disguised attempt to compromise market mechanisms.

On behalf of 12 NGOs, business organizations and experts, amongst them BGFMA and BACC, yesterday we proposed a Declaration to the attention of all parliamentary groups and responsible representatives of the executive branch; we offer it to you too. It includes 12 recommendations that must become a reality if we really want to see reform, and not less.
